What Is the NZS 8510 Standard?
NZS 8510:2017 is the New Zealand Standard for testing and decontamination of methamphetamine-contaminated properties. It sets the action level at 1.5 micrograms per 100cm² — any surface reading above this threshold requires remediation before the property is safe to occupy. The standard also covers the testing methodology (composite vs individual wipe samples), the decontamination process, and the requirements for post-clean clearance testing. It's the benchmark used by insurance companies, property managers, and the Tenancy Tribunal when assessing contamination claims.
When Should Landlords Test?
There's no blanket legal requirement for routine meth testing between tenancies — but there are strong practical reasons to do it. Testing at the start of a tenancy creates a documented baseline. Testing at the end of a tenancy lets you identify any contamination that occurred during the tenancy, which is relevant for insurance claims and Tenancy Tribunal disputes. Many landlords now test routinely as part of their property management process. If you have reason to suspect a tenant has been manufacturing or heavily using methamphetamine — unusual smells, chemical residue, paraphernalia, or an unusual electricity bill — test immediately before re-letting.
What Happens If Contamination Is Found?
If a test returns results above the NZS 8510 action level of 1.5μg/100cm², the property cannot be occupied until it has been professionally decontaminated and re-tested. The decontamination process involves chemical cleaning of all affected surfaces, replacement of porous materials like carpet and curtains if contamination levels are high, and a post-clean clearance test by an independent assessor.
